I...You know, I've thought about this, as well. I'm a big fan of Fantasy Flight Games' "Runebound," and they have various decks that one can buy to add to the game. Decks center around things like items, outdoor monsters, undead monsters, traps, etc. I've always wanted to try using these decks in an DnD-type game. ...They're not that expensive ($5 - $7), and it wouldn't be that difficult to make up a themed deck.
